Uganda's Chief of Defence Forces Holds Strategic Meeting with DRC President in Kinshasa

In a significant development, General Muhoozi Kainerugaba, the Chief of Defence Forces of Uganda, met with President Félix Tshisekedi of the Democratic Republic of Congo (DRC) at State House in Kinshasa. The meeting, which took place on a Saturday evening, emphasized the mutual commitment of both nations to bolster bilateral security cooperation and uphold stability in the Great Lakes region.

The engagement follows a prior meeting between Gen Kainerugaba and Lt Gen Jules Banza Mwilambwe, Chief of General Staff of the Armed Forces of the DRC, where they discussed joint military operations, including Operation Shujaa. This collaborative offensive, initiated in November 2021 by the Uganda People's Defence Forces (UPDF) and FARDC, targets the elimination of the Islamic State-linked Allied Democratic Forces (ADF) insurgency in eastern Congo.

President Tshisekedi expressed appreciation for Uganda's ongoing support in combating regional insecurity, particularly commending the success of Operation Shujaa in degrading the operational capabilities of the ADF, securing key territories in eastern DRC, and facilitating the return of internally displaced persons. The President lauded the UPDF for its role in restoring hope and order in previously threatened communities.

Gen Kainerugaba reiterated Uganda's unwavering dedication to regional peace and pledged to strengthen military collaboration between Kampala and Kinshasa, highlighting the vital role of security cooperation in unlocking the development potential of the region.

Operation Shujaa was launched in response to the ADF's brutal attacks in both Uganda and the DRC. The operation has resulted in the dismantling of rebel camps, arrest or elimination of senior ADF leaders, and the recovery of weapons and logistical networks, showcasing successful regional counter-terrorism cooperation.

Gen Kainerugaba's visit to Kinshasa forms part of his broader regional engagements aimed at promoting stability, countering extremism, and advancing Uganda's vision for a secure East and Central African region. Despite historical tensions between Uganda and the DRC, recent efforts have focused on strategic partnership in security, infrastructure, and trade.

Analysts view Gen Kainerugaba's discussions with President Tshisekedi as a step towards consolidating gains in eastern Congo, averting the resurgence of rebel threats, and paving the way for enduring peacebuilding initiatives. Uganda's military diplomacy positions it as a key player in shaping the future of security and cooperation in the Great Lakes region.
