Sarah Sambya has officially stepped into the role of Acting District Chairperson for Kamuli following the demise of LCV Chairperson Maxwell Kuwembula. This transition aligns with a directive from the Minister of Local Government, Raphael Magyezi.

The swearing-in ceremony for Vice Chairperson Sambya occurred in a solemn event that took place during Kuwembula's burial on June 15, 2025. Presiding over the event, Kamuli Chief Magistrate Paul Owino Abdonson referenced Section 188(6) of the Local Government Act, which permits the Vice Chairperson to assume leadership responsibilities in the event of the Chairperson's passing.

Owino further clarified that, according to Section 188(8), no by-election will be conducted since the nation is within six months of upcoming general elections. "The law allows the Vice Chairperson to assume an acting role without losing her position as Vice Chairperson. She will retain both titles and may delegate tasks to any member of the executive committee," he stated.

The Chief Magistrate also emphasized that the acting role will not lead to any new appointments or alterations in council structures. Salary matters will be overseen by the Human Resource Department in conjunction with the Chief Administrative Officer (CAO).

Nasser Mukibi, the CAO of Kamuli, extended his congratulations to Sambya and advised her to lead with caution, integrity, and unity during this challenging time. “You are stepping into leadership amid a period of sorrow and division. Avoid making rash decisions. Let your leadership be grounded in facts rather than hearsay, and seek divine guidance. Public service must continue even in our time of mourning,” Mukibi urged.
